Site Investigation - Environmental Remediation

Understanding the characteristics and limitations of a site is a key factor in preparing property for a smooth development process.

Pinnacle performs a variety of risk assessments and environmental services to identify liabilities and help fulfill the need for information. Pinnacle's expertise in evaluating and developing appropriate response actions ensures a project is in compliance with applicable rules and is environmentally and technically sound as well as cost-effective. Environmental site assessments prepared by Pinnacle meet or exceed the ASTM Standard of Practice while providing the necessary due diligence and disclosure required for property transactions.

Environmental Site Investigation

Pinnacle has considerable experience conducting Phase I/II Property Assessments for banks, real estate agencies, private developers, community development agencies, industrial clientele, and others. During investigations, Pinnacle’s multi-disciplined team of professionals incorporates a variety of geotechnical and geophysical investigation techniques during their environmental assessment. This experience enables us to select the most effective and economical methods of investigating soils and groundwater for contaminant impact. By incorporating flexible options and keeping up to date with regulatory changes, Pinnacle project managers are able to maintain regulatory compliance, take advantage of reimbursement opportunities, and avoid unnecessary financial penalties.

Our experience also includes completing VIC Program Phase I assessments involving complex industrial sites.

VIC Program

Pinnacle provides complete services for client projects in the Voluntary Investigation and Cleanup (VIC) Program. The key functions of the VIC Program are to set standards for site investigations, provide MPCA review of the adequacy and completeness of such investigations, and approve cleanup plans to address identified contamination. Written liability assurances are available to eligible parties when they undertake and complete investigation and / or response actions approved by the MPCA. In addition, VIC Program participants may avoid the high transaction costs and lengthy delays associated with investigating and cleaning up property under the Superfund enforcement process.

As an experienced VIC Program consultant, Pinnacle can determine project eligibility, facilitate program coordination and communication, develop and implement a work plan, and conduct required site investigation services that meet project objectives as well as regulatory approval. [Pinnacle has an excellent track record with the VIC cleanup projects and maintains an excellent relationship with the MPCA. Pinnacle also manages client projects in the Voluntary Petroleum Investigation and Cleanup (VPIC) Program.]

Environmental Remediation

The remedial investigation provides sufficient information to evaluate the actual and potential risk caused by a hazardous substance release. Additionally, a thorough remedial investigation assesses the extent and magnitude of the problem so that an appropriate remedial alternative can be selected. Pinnacle has extensive experience with the methods and procedures for conducting a remedial investigation including site characterization studies and evaluating appropriate remedial technologies for site cleanup. Our engineers and geologists work collectively to design and implement efficient, cost-effective solutions for environmental remediation. Pinnacle has performed numerous feasibility studies to evaluate the suitability of various remedial technologies for specific conditions. In selecting the right technology, Pinnacle engineers also consider cost / benefit factors, long-term reliability, and capital / maintenance costs.

Pinnacle coordinates preparation of environmental remediation design plans and provides construction oversight, system startup, and operation service. We assist clients in optimizing remedial system operation, and implementing system monitoring, recording, and reporting methods to evaluate the effectiveness of the system.
