Pinnacle was hired by a railroad client to complete an assessment and remediation of contaminated soil impacted from past spills of crude oil at a truck-to-rail transloading facility in North Dakota.  In total, 84 recorded spills were assessed, along with nearly 300 stains documented as part of site reconnaissance prior to the initiation of the assessment field program.  At the time Pinnacle was hired, excavations had been completed in a number of the spill locations.  Pinnacle reviewed the work history to assess the remediation efforts performed at each of the spill locations and additional remediation efforts that would be required to meet the required cleanup standard. 

Pinnacle used a Trimble R8 Rover and R8 Base station to record and document the location of each spill/stain, and used the data collected with the GPS equipment to create georeferenced base maps in AutoCAD. Pinnacle then conducted a Geoprobe Assessment using a direct push drilling rig at each spill/stain location.  Shallow borings were field screened, and clean field screened samples were sent to the lab for confirmation.  Pinnacle drilled a total of 348 shallow borings at 239 locations.  The assessment revealed a total of 61 locations requiring excavation. 

Prior to excavation of the 61 locations, Pinnacle supervised the disassembly of portions of the tracks.  The intensive soil assessment previously performed allowed the team to identify locations requiring excavation so that a minimal amount of track needed to be removed.  Pinnacle supervised the excavations and collected field sampling and screening to determine the necessary extents of the excavations.    Each excavation was treated as a separate cleanup to support cost recovery efforts against multiple   responsible party(s) for each spill/stain.  Pinnacle used GPS equipment to survey the extent of each excavation.  The data was imported into AutoCAD Civil 3D to create figures for each excavation and to determine quantities.  Pinnacle supervised the backfill and materials testing operations for each excavation following receipt of confirmation of sampling results.  Once the excavations were backfilled, Pinnacle provided a report for each excavation as well as a report for all of the spills/stains that did not exceed the regulatory cleanup standard.

Pinnacle was able to fast track this project, because the client desired to complete the work before winter. The transloading facility operates 24 hours a day, 7 days a week, and all work onsite was scheduled in accordance with the site operations and the railroad client’s standards.  No more than two of the four tracks were taken out of service at any time, and when tracks were taken out of service, work was completed in a timely matter to return the tracks to service as quickly as possible.  Time and materials for each spill/stain location was tracked, and a separate invoice was generated for each.  Despite experiencing a major rainfall event during the field program, the assessment and excavations were completed in six weeks in a cost effective manner.
